Hawaii Med-QUEST

Hawaii Med-QUEST provides medical coverage to low-income Hawaii residents, including adults, children, pregnant women, and people with disabilities.

As Hawaii is expanding Medicaid coverage, many previously uninsured Hawaiians age 19—64 with income up to 138% of the federal poverty level (FPL) may now gain coverage.

Covered services under Med-QUEST may include but are not limited to:

  • Behavioral/mental health services
  • Diagnostic tests (imaging, labs, etc.)
  • Dialysis
  • Durable medical equipment
  • Emergency care and transportation
  • Home and community-based services like adult day care, meal delivery, etc.
  • Hospice
  • Immunizations
  • Institutional services, like nursing facilities
  • Inpatient hospital stays
  • Non-emergency medical transportation (when required)
  • Outpatient hospital services
  • Outpatient medical services including home health, podiatry, smoking cessation, urgent care, and more
  • Pregnancy-related services
  • Prescription drugs
  • Rehabilitation

There are currently five main Managed Care Organizations  (MCOs) in Hawaii. These plans provide medical and Long-Term Services and Supports (LTSS) for Hawaii residents eligible for Med-QUEST.

  2. Hawaii Medical Service Association (HMSA)
  3. Kaiser Permanente 1
  4. ‘Ohana Health Plan
  5. UnitedHealthcare Community Plan

‘Ohana and UnitedHealthcare provide statewide coverage across all Hawaii counties, while Kaiser Permanente is focused on the islands of Oahu and Maui.

What is the income limit for Med-QUEST Hawaii?

Med-QUEST covers nearly all adults age 19—64 under 138% of the poverty level. Children under age 19 in families with annual income up to 313% of poverty or about $7,995 for a family of three are eligible, including pregnant women earning less than $5,006.

If you qualify for both Medicare and Hawaii Medicaid, you may be eligible for a Dual-Eligible Medicare Advantage Special Needs Plan (D-SNP).

Hawaii allows children under age 6 to receive uninterrupted Medicaid coverage until their 6th birthday, and children ages 6 to 19 receive coverage for two years at a time.

You can apply for Med-QUEST online through My Medical Benefits  or in person one of the Med-QUEST Division eligibility offices located on Oahu, Maui, Kauai, Molokai, Lanai, or Hawaii Island.
