Howard P. Rawlings Guaranteed Access (GA) Grant
Funded by the state of Maryland, the Rawlings Guaranteed Access (GA) Grant offers eligible Maryland students financial aid that may cover full-time college tuition at any public or private college or university in Maryland.
The amount of the GA Grant equals 100% of the student’s financial need. Eligible student may receive an award for up to $22,100.
Initial recipients of the GA must have an annual total family income of 130% or less of the federal poverty level for the prior-prior tax year. For the 2025—2026 academic year, this would be the 2023 tax year poverty guidelines.

# Who is eligible for Guaranteed Access Grant?
- Must be a U.S. Citizen or an eligible non-citizen
- Must be a resident of Maryland
- Have a high school diploma or GED with a passing score of 145 per module
- Be under the age of 26 at time of first receiving the GA
- Must be classified as an undergraduate student
- Must enroll full-time at a two-year or four-year Maryland college or university
- Must demonstrate financial need and meet certain income requirements of 130% or less of the federal poverty level
# How do I apply for Guaranteed Access Grant?
To be considered for a Guaranteed Access Grant, you must complete and file the FAFSA no later than June 1 or by March 15 for priority consideration.
If you’re ineligible for federal aid (undocumented students), you must file through the new MHEC One-App (formerly MSFAA).
