Howard P. Rawlings Guaranteed Access (GA) Grant

Funded by the state of Maryland, the Howard P. Rawlings Guaranteed Access (GA) Grant offers eligible students with financial aid that may cover full-time tuition at an approved college or university in Maryland.

For the 20252026 academic year, the GA Grant covers 100% of a student’s calculated financial need, up to a maximum award of $18,000 for income-eligible students.

For initial applicants, annual family income must be at or below 130% of the federal poverty level for the prior-prior tax year, and up to 150% for renewal applicants.

The annual income limits are presented as dollar amounts derived from a percentage of the Federal Poverty Level (FPL) for each household size in 2024.

# Who is eligible for Guaranteed Access Grant?

  1. Must be a U.S. Citizen or an eligible non-citizen
  2. Must be a resident of Maryland
  3. Have a high school diploma or GED with a passing score of 145 per module
  4. Be under the age of 26 at time of first receiving the GA
  5. Must be classified as an undergraduate student
  6. Must enroll full-time at a two-year or four-year Maryland college or university
  7. Must demonstrate financial need as determined by the FAFSA

# How do I apply for Guaranteed Access Grant?

There is no standalone application for the GA Grant. To be considered, you must complete and file the FAFSA no later than August 1 or by March 1 for priority consideration.

If you’re ineligible for federal aid (undocumented students), you must file through the new MHEC One-App  (formerly MSFAA).
