LIHEAP Michigan

LIHEAP is a federal program that provides funding to states to help low-income households with energy costs. In Michigan, LIHEAP funds are used to support the following programs:

Michigan Energy Assistance Program (MEAP)

Michigan Energy Assistance Program (MEAP) offers direct bill payment assistance and energy-related services to eligible low-income households.

The program is designed to help families pay their energy bills on time and reduce energy insecurity through long-term budgeting and efficiency education.

In Michigan, MEAP may serve households with income at or below 60% of the State Median Income (SMI) for their household size, or about $4,910 per month for a family of three.

Starting in late 2025, a utility bill is no longer required  to be past due for you to apply for MEAP services, though it remains a requirement for the related State Emergency Relief (SER) program.

State Emergency Relief (SER)

State Emergency Relief (SER) is a crisis intervention program that provides emergency assistance to income-eligible  households who are in immediate danger of being without heat.

Eligibility for the crisis assistance is limited to households with income at or below 150% of the federal poverty level, or about $3,331 per month for a family of three.

The program is available all year long through MI Bridges . Eligibility is stricter than MEAP and is based on immediate need such as a past-due notice, shutoff notice, or being nearly out of deliverable fuel.

Home Heating Credit

Home Heating Credit  is a state credit available to eligible homeowners or renters to help pay for their heating bills. The Michigan Department of Treasury determines eligibility and makes the payments.1

Weatherization Assistance Program (WAP)

Michigan’s Weatherization Assistance Program (WAP) provides free home energy conservation services to low-income Michigan homeowners and renters.

WAP services typically include:

  • Wall Insulation.
  • Attic Insulation and Ventilation.
  • Foundation Insulation.
  • Air Leakage Reduction.
  • Smoke Detectors.
  • Dryer Venting.

In Michigan, only households with income less than 200% of the federal poverty level qualify for the program. For a family of three, that’s about $4,442 per month.
