Hawaiʻi Promise
The Hawaiʻi Promise Program is a state-funded program that covers the direct educational costs of eligible Hawaiʻi residents at any University of Hawaiʻi (UH) Community College. The award does not require repayment.1
The program covers the gap in direct costs, which consist of tuition, fees, books and supplies, after federal grants and other aid are applied. Amounts depend on available funding, financial need, other financial resources and the number of credits enrolled.12
In the 2024-25 academic year, the program awarded $5.5 million to 1,941 students, an average award of $2,933 per student.1
Who is eligible for Hawaii Promise?
A student must meet all of the following requirements:1
- Be a Hawaiʻi state resident who qualifies for in-state tuition.
- Be enrolled in a degree-seeking program at a UH Community College that accepts financial aid.
- Enroll in at least six credits per semester.
- Maintain at least a 2.0 grade point average.
How to apply for Hawaii Promise?
No separate application applies. A student completes the Free Application for Federal Student Aid (FAFSA) by the financial aid priority deadline of March 1 for first consideration, and then enrolls at a UH Community College.1
